PURPOSE: A washing apparatus and a washing method using the same are provided to improve washing and rinse efficiency by improving the solubility of washing powder by dissolving washing powder with mixing washing water including the washing powder. CONSTITUTION: A washing apparatus comprises: a tub(120) wherein washing powder(12) and washing water(10) are inserted with being mixed or stored; a drum(130) which is rotatably formed in the tub; and a washing water circulating unit(160) which circulates the washing powder and the washing water under the lower water level of the washing water to dissolve the washing powder and comprises an inlet tube which is connected to the bottom surface of the tub, a circulating pump, and a first discharge line(167) which supplies the discharged washing water to the below of the tub lower water level.
