The device has a stop (1) for stopping an opening frame in a closing position. A locking system (3) is provided with a pivoting assembled element and another pivoting assembled element (7) around a rotation axis perpendicular to a plane of the frame in the closed position. The frame is blocked in the closing position between the stop and a portion of the elements. The stop and the system are completely separated from each other, and possess a fixing unit at a ground, so that a relative position of the stop and the system allows adjustment of the device with thickness of the frame.
