PURPOSE: A method for manufacturing a composition for preventing hair loss and promoting hair growth is provided. CONSTITUTION: A method for manufacturing a composition for preventing hair loss and promoting hair growth comprises: a step of drying ecliptae Herba, biotae orientalis Folium, viticis Fructus, ginseng, zingiberis Rhizoma crudus, angelicae gigantis Radix, angelicae dahuricae Radix, cnidii Rhizoma, and ocimum basilicum; a step of pulverizing the dried herb materials; a step of adding the pulverized herb to brewage and maturing at 25-30°C for 3-4 weeks; and a step of filtering.
