PROBLEM TO BE SOLVED: To provide a heater unit capable of restraining deformation of a heating element due to heating and its own weight even in case of a comparatively long-size one, and to provide a manufacturing method of the heating element. SOLUTION: The heating unit includes a heating element 3 with meandering current paths, and retaining parts 4 retaining the heating element 3. The current path, of a long plate shape, consists of arc-shape main parts 31 convex upward toward a length direction and connecting parts connecting between the main parts 31. The respective main parts 31 are made symmetrically bent in a width direction Y crossing the length direction X. The retaining parts 4 consist of a pair of insulators 40a, 40b having grooves for locking the connecting parts. The connecting parts or their vicinities are locked between the grooves of the pair of insulators 40a, 40b to bridge the heating element 3 over in an arc shape in the length direction X.
