PROBLEM TO BE SOLVED: To improve a possibility for information embedded in broadcast material to be detected. SOLUTION: An information embedding device 100 produces embedding broadcast material by embedding electronic watermark information corresponding to a plurality of attribute information items regarding the broadcast material at positions different for each image in images corresponding to the broadcast material. An information detecting device 200 inputs the embedding broadcast material transmitted by a broadcast sending system 1 and received by a broadcast receiving system 2 and detects the electronic watermark information in the embedding broadcast material.
