<P>PROBLEM TO BE SOLVED: To provide a ship monitoring system for monitoring a ship laying at anchor, which has the possibility of having an influence on a submarine cable. Ž<P>SOLUTION: The ship monitoring system detects a sea surface portion from a monitoring image obtained by imaging a sea area in which a cable is laid, divides the sea area portion into a plurality of monitoring area images (S1), detects a ship from the monitoring image (S2), specifies a monitoring area image with the ship located therein (S3), determines that the ship lays at anchor when the ship is located in the same monitoring area image over for a fixed time (S4), determines that the ship is located at a warning position when determining that the ship lays at anchor within a prescribed distance from the monitoring area image corresponding to the position at which the cable is laid (S5), and outputs that the ship is located at the warning position.
