<P>PROBLEM TO BE SOLVED: To improve flexibility of an installation position of a test tool. Ž<P>SOLUTION: A piston 16 is energized to the airtight chamber 20 side by a differential pressure between a sealed airtight chamber 20 and a pressure chamber 22, and the energizing force is transferred, to thereby apply a load to a test piece 24. Since the cylinder 14 inside is not opened to the atmosphere, a through-hole is not required in a pressure vessel 12, and the test tool 13 takes an independent form of the pressure vessel 12, to thereby improve flexibility of the quantity, the installation position or the size of the test tool 13 to be stored in the pressure vessel 12.
