<P>PROBLEM TO BE SOLVED: To provide a system for supporting optical element design and manufacturing, enabling low cost and a short delivery period of an optical element product in manufacturing the optical element, and an optical element measurement system. Ž<P>SOLUTION: Integrated management is performed by the relation among data in which mathematical equation information to define the design shape of an effective optical surface are recorded, 3D CAD data in which the overall shape of the optical element are recorded, and 3D CAD data in which the design shape of a measuring tool and a fixture for use in measuring an optical element shape are recorded. The system for supporting optical element design and manufacturing includes: a data management system of above design information; an automatic decision and calculation means of a design restriction condition to be executed when designing the optical element, the measuring tool and the fixture; and a design and manufacturing workflow control function based on the decision result. With this, it is possible to eliminate a data processing error, caused by manual intervention, and regression in the manufacturing process, including redesigning and re-measurement, caused by the design restriction condition.
