This invention provides a bit plane coding and decoding method, a communication system and a relevant device, which are applied in the field of data compression technology. The method compares information of a bit plane and preset information to select a coding mode corresponding to the bit plane, and if they are consistent, selects a vector coding mode and writes information of the bit plane, which has been coded according to the vector coding mode, into a code stream. This invention simplifies the calculation of coding mode selecting and reduces the bits used by the coding, thus improves the efficiency of the bit plane coding.
