PURPOSE: An internet key exchange protocol management system, a method thereof, and a device thereof are provided to execute central client management. CONSTITUTION: A second client(200) forms a first client and a security tunnel. A service management server(300) searches a corresponding security request parameter and routing information in response to a certificate issue request for forming a security tunnel from the first client. A service management server forms a certificate which includes an internet key exchange protocol setting profile to the first client and the second client based on a searched security policy.
