PROBLEM TO BE SOLVED: To provide a grand flare suppressed in low frequency vibration generated from a ground flare tower such as a chimney below a threshold level of the generation of the vibration of fittings by properly controlling the low frequency vibration, thereby prevented in the resonance and/or vibration of surrounding structures. SOLUTION: In the ground flare 10 where flammable waste gas is burned by burners 11 disposed at a lower end of the chimney and a lower end of the chimney 20 and the circumference of the burners 11 are surrounded by a wind shield 40, low frequency noise acoustic pressure level of the ground flare tower comprising the chimney 20 and the windshield 40 is reduced by selecting at least one of changing the natural frequency generated from the ground flare tower, increasing the number of the ground flare towers, and implementing a device for absorbing low frequency vibration into the ground flare tower.
