PURPOSE: An image forming device and an image forming method are provided to restrain image degradation generated when converting image data into low level data. CONSTITUTION: An image analyzing unit(100) performs a first determination process determining whether a difference between pixel values of n numbers of input pixels is over a predetermined threshold value. The image analyzing unit performs a second determination process determining whether the direction which the pixel values of n number of input pixels is forward direction of sub-scanning direction. The image analyzing unit outputs determination result of the first and the second determining process. A determination unit determines n numbers of output pixels to a sub-scanning direction from quantization result of integrated pixels obtained by quantization unit.
