<P>PROBLEM TO BE SOLVED: To improve a reduction effect of wave-making resistance by corresponding to the change in wave-making characteristics of a hull due to the change in ship speed, draft, and hydrographic conditions such as ocean waves, winds, or tides in a displacement type marine vessel, and to obtain an additional thrust using movable flow control devices according to the change in an attitude of the hull and the hydrographic conditions. Ž<P>SOLUTION: The ship resistance corresponding to the change in positions and angles of a movable bow valve 1 or the plurality of movable flow control devices 11, 14 or the change in the thrust with respect to the hull are calculated so as to find the positions and angles of the movable bow valve or the plurality of movable flow control devices which reduce the ship resistance or increase the thrust with respect to the hull.
