<P>PROBLEM TO BE SOLVED: To provide a method and an apparatus for producing titanium tetrachloride, whereby titanium tetrachloride is effectively produced from a paper sludge. Ž<P>SOLUTION: The paper sludge includes carbon in addition to titanium dioxide. By heating the paper sludge and chlorine, for example, to 600°C or higher, titanium oxide of the paper sludge is reacted with carbon and chlorine, thus forming pure titanium tetrachloride (TiCl<SB>4</SB>) being a high-temperature gas. Furthermore, by drawing and cooling an exhaust gas including titanium tetrachloride (TiCl<SB>4</SB>), titanium tetrachloride in a liquid state is purified.
