ILLUMINATING DEVICE, DISPLAY DEVICE, AND METHOD OF MANUFACTURING LIGHT MODULATING ELEMENT

PROBLEM TO BE SOLVED: To provide an illuminating device increasing a modulation ratio while achieving uniform in-plane luminance, and a display device and a method of manufacturing a light modulating element.

SOLUTION: A light modulating layer 34 is provided in the light modulating element 30 bonded to a light guide plate 10. The light modulating layer 34 includes a first region 34A in which transparency and scattering are switched according to field strength, and a second region 34B which is more transparent than the scattering state of the first region 34A in the strength of an electric field applied when transparency and scattering of the first region 34A is switched. An occupancy rate of the first region 34A in the light modulating layer 34 is increased as it goes away from a light source 20.
