PROBLEM TO BE SOLVED: To eliminate troublesome operation for separately operating a dumping operation of a collector and a lock releasing operation of a housed position of the collector without using a complicate construction. SOLUTION: A dump lever 3 for performing the dumping operation by vertically shifting the lever along a direction of the lever body is placed on the collector 2 able to be dumped to a vehicle body 1. A locking mechanism 4 enables dump rotation by pulling out the dumper lever 3 to release the lock of the collector 2 and stands by for the following locking operation. In the case of performing dumping operation of the collector 2, the locking mechanism 4 is actuated by pulling and extending the dump lever 3 upward to release the lock of the housing position of the collector 2 to enable dumping operation of the collector 2, and the locking mechanism 4 takes the standby state for the following locking action.
