The device has a fastening element (2) for fastening the device to a surrounding region e.g. frame, including a pivotable unit. A locking unit is provided with a locking element (6), and is lockable between engagement- and stop positions with respect to the fastening device. The locking unit is brought in engagement with the pivotable unit by an engagement section in the engagement position. The locking unit forms an arrester for the pivotable unit in the stop position. The locking element is rotatably supported about a horizontal axis with respect to the fastening element.
