PROBLEM TO BE SOLVED: To provide a relay apparatus which prevents the generation of packet loss with effectiveness, when relaying a flow with high burst.

SOLUTION: The relay apparatus 15 includes: a transmission queue buffer 24 that is assigned to a flow as a set of a plurality of packets constituting a series of communication; a reception control part 21 for storing the received packet in the transmission queue buffer 24; a burst index calculating part 23 for calculating a burst index indicating a variance of the transmission rate of the flow; a priority control part 25 that changes at least either of packet transmission wait time included in the flow and the buffer size of the transmission queue buffer 24 for storing the flow on the basis of the burst index; and a transmission control part 26 that sends the packet at such timing, when the transmission wait time lapses, after the transmission path becomes available.
