<P>PROBLEM TO BE SOLVED: To provide a surface-treated steel plate which does not contain hexavalent chromium in a surface treatment composition or a film, and has excellent corrosion resistance and paint adhesiveness. Ž<P>SOLUTION: The surface treatment composition (H) containing titanium-containing aqueous solution (A), fluorine-containing compound (B), an anion-based urethane resin and/or anion-based epoxy resin (C), organic phosphoric compound (D), vanadate compound (E), zirconium carbonate compound (F), and silane coupling agent (G) having glycidyl group which are obtained by mixing titanium compound such as hydrolysable titanium compound with hydrogen peroxide water at the predetermined ratio is applied on a surface of a zinc-based or aluminum-based plated steel plate, and dried.
