PROBLEM TO BE SOLVED: To suppress increase of a quantization error by bit shortage, in audio encoding technology used in an accumulation medium field such as a silicon audio or a DVD, or a broadcast field such as terrestrial digital broadcast. SOLUTION: In this audio encoder, an adaptive bit allocation control part 102 adaptively controls the number of encoding bits assigned to an audio signal of each channel according to perceptual entropy of the audio signal of each channel. A fixed bit allocation control part 103 fixedly controls the number of the encoding bits assigned to the audio signal of each channel in predetermined allocations. A bit allocation determination part 104 integrates allocation bits thereof, and the audio signal of each channel is encoded based on the number of adaptive allocation bits assigned in the adaptive bit allocation control part and the number of fixed allocation bits assigned in the fixed bit allocation control part, in each channel encoding part 105.
