<P>PROBLEM TO BE SOLVED: To provide a camera instrument having a flash light-modulating function capable of obtaining appropriate pre-emission data without neither changing the driving mode of an imaging element for pre-emission nor increasing a cost with simple control. <P>SOLUTION: When flash light-modulating control is performed in a camera 100 having the imaging element 107 capable of reading out a signal for every line, a flash irradiation area 402 is set within an imaging area 401, and the exposure start timing of each line in the imaging element 107 is set so as to allow the last part of an exposure period in the first line of the flash irradiation area 402 to be superimposed on the head part of an exposure period in the last line. The pre-emission is performed within a period in which the last part of the exposure period in the first line of the flash irradiation area 402 is superimposed on the head part of the exposure period in the last line.
