PROBLEM TO BE SOLVED: To enable assessment of a premium by traveling history reflecting an actual accident rate. SOLUTION: A premium assessment system 10 comprises an information processing apparatus 100 which includes: a passage site specifying means 110 which receives history data of traveling route of an insurance contractor's vehicle from other terminals through a communication means 107, checks position information on a map which this history data indicates with an accident information storage table 126, specifies data of an accident occurrence point included in the route where the insurance contractor's vehicle has travelled as accident site passage information, and associates the data with the insurance contractor to store it in a storing means 101; and a premium reducing means 111 which reads the accident site passage information of each insurance contractor from the storing means 101, counts the accident site passage frequency for each insurance contractor, specifies the insurance contractor whose accident site passage frequency is a predetermined reference value or below, and reduces the premium of the relevant insurance contractor in a premium table 128 only by a predetermined value.
