PROBLEM TO BE SOLVED: To provide a method of manufacturing ozone water in which high-concentration ozone water can be stably manufactured, the life span of a member, especially of a pump in a manufacturing apparatus is made to be long, and which can effectively manufacture ozone water, and to provide an apparatus of manufacturing the same. SOLUTION: The apparatus 1 of manufacturing ozone water includes: a pure water supplying means 3 which circulates pure water in a pure water piping 2; an ozone gas supplying means 5 which circulates ozone gas in an ozone gas piping 4; an ejector 6 which connects with the pure water piping 2 and the ozone gas piping 4, and mixes pure water and ozone gas to make ozone mixed water; a pump 7 in which the ejector 6 is arranged in the suction side, and ozone mixed water is suctioned and discharged to be agitated, and which consists of a diaphragm pump or a bellows pump; and a bypass 8 which is prepared to circulate a part or all of ozone mixed water which has been discharged from the pump 7 into the pure water piping 2.
