<P>PROBLEM TO BE SOLVED: To provide an electrical insulating member, capable of exhibiting superior electrical insulation performance and high thermal conductivity, even under a high-humidity environment, and to provide a stator coil for a rotating electrical machine, and to provide a rotating electrical machine. Ž<P>SOLUTION: The electrical insulating tape 20 includes a reinforcing base material 22; a low relative dielectric constant heat transfer layer 23, formed on one surface of the reinforcing base material 22; and a mica layer 21, formed on the other surface of the reinforcing base material. The low relative dielectric constant heat transfer layer 23 has relative dielectric constant of ≤4 in 50-60 Hz measured frequency, thermal conductivity of ≥2 W/(m K) in the thickness direction, and thermal conductivity of ≥0.35 W/(m K) in the thickness direction of the electrical insulating member as a whole.
