<p><P>PROBLEM TO BE SOLVED: To provide a transparent conductive laminate capable of preventing Newton rings which is generated between two sheets of transparent electrode substrates constituting a transparent touch panel, and to provide a transparent touch panel using such the transparent conductive laminate. <P>SOLUTION: Of the transparent conductive laminate (14, 15, 16) with a cured resin layer (15) with a rugged surface, and a transparent conductive layer (14) laminated in turn on at least one of the surfaces of a transparent organic polymer substrate (16), the cured resin layer is equipped with a cured resin constituent and at least a kind out of metal oxide ultrafine particles A and metal fluoride ultrafine particles B with a mean primary particle size of 100 nm or less dispersed in the cured resin constituent, with contents of these ultrafine particles A and B of 1 part by mass or more and less than 20 parts by mass, respectively, per 100 parts by mass of the cured resin constituent, and with a mass ratio (A/B) of these particles A and B of more than 0.3.
