PROBLEM TO BE SOLVED: To provide a white conductive inorganic powder composed by having a conductive tin oxide layer on the surface of a carrier such as titanium oxide, which causes no environmental contamination, has excellent conductivity and is easy to manufacture, and to provide a manufacturing method thereof. SOLUTION: In the manufacturing method for the conductive inorganic powder and the conductive inorganic powder, a paste is made by adding a stannous ion content solution to white inorganic powder with a stannic oxide surface layer, or the white inorganic powder with the stannic oxide surface layer and the stannous ion content solution are made into a slurry, and the stannic oxide is reduced by heating the slurry or the dried slurry under an atmosphere of a non-oxidizing stannous ion soluble solvent, thereby the conductive tin oxide layer is formed, and then the conductive tin oxide layer is provided on the surface of the while inorganic powder, and powder volume resistance is set up to be 10<SP>4</SP>Ωcm or below.
