With an advance download method and an on-demand download method in a net-boot type thin client, a bottle neck is converged in a specific step, and high-speed operation is not possible. Specifically, this system is equipped with: an advance file acquisition means that acquires a file before the OS operates; an on-demand file acquisition means that acquires a file during operation of the OS; and a file judgment means that judges whether a file is used frequently. Files that are frequently used are downloaded before the OS operates, and files that are used infrequently are downloaded during operation of the OS.
