PROBLEM TO BE SOLVED: To provide a light-emitting panel in which light leakage can be prevented, and to provide a luminaire.

SOLUTION: The light-emitting panel 10 is constituted which is equipped with: a nearly flat plate state base body 11a deployed with a light-emitting element 11; a reflecting part R that has a reflecting face 11h to reflect light of the light-emitting element and has a plurality of nearly flat plate state reflectors 11c in which a support piece 11g3 is formed at least on one corner part 11g1 on the rear face of the reflecting face, and respective support pieces of the plurality of reflectors are arranged in opposition and deployed in a nearly flat plate state against the base body so that side edges 11g2 extended from the corner part where respective support pieces are installed are arranged each other in opposition in the vicinity; and a fixing means 11g4 to mutually fix the support pieces and position the plurality of reflectors.
