<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a printing plate capable of materializing superior solid quality in a manufacturing technique of the printing plate including a process of performing pattern formation by means of laser engraving. Ž<P>SOLUTION: In the method of manufacturing printing plate, a first process of forming a printing pattern on a printing original plate layer by means of the laser engraving (α) and a second process of reforming a printing pattern formation surface of the printing original plate layer by means of the laser engraving (β) are performed in this order.
