<p>Frequency diversity effects are improved to improve the reception quality characteristics at mobile terminal devices even in cases where the system bandwidth is expanded. The components are a base station device which allocates data for transmission to each user to one or multiple group bands, from group bands configured by dividing the system band into multiple segments, and which transmits the transmission data allocated to the group bands through a downstream link, and mobile terminal devices which receive the transmission data allocated to the aforementioned group bands.</p>
