PURPOSE: A system for decomposing polychlorinated biphenyl is provided to save energy, to improve decomposition efficiency by shortening a decomposing time, and to facilitate movement of the system, and to prevent the generation of toxic materials including dioxins. CONSTITUTION: A system for decomposing polychlorinated biphenyl comprises: a heater unit(10) heating waste insulating oil including the polychlorinated biphenyl which is supplied from a polluted transformer(7) using a pump(9); a moisture removal unit(30) eliminating the moisture which is included in the heated waste insulating oil; a first process bath(50) which makes the waste insulating oil pass through dechlorination by spraying metal sodium to the waste insulating oil; a second process bath(70) for accepting the dechlorinated waste insulating oil. A bypass valve(40) is included between the moisture removal unit and a first process unit.
