<P>PROBLEM TO BE SOLVED: To provide a light diffusion plate, a backlight unit and a display device, in particular, those used for an illumination optical path control in a flat panel display as a representative image display device, having uniform brightness free from uneven brightness caused by a lamp image. <P>SOLUTION: The light diffusion plate includes: an optical film having ruggedness on a light incident surface where the light from a light source is received, and a substrate having ruggedness on the light incident surface where the light transmitted through the optical film is received. The light diffusion plate is constituted by integrating the light exit surface of the optical film with the substrate across an adhesive layer.
