<P>PROBLEM TO BE SOLVED: To provide an electrophotographic process cartridge capable of reducing plastic deformation of a developing roller by a simple means. <P>SOLUTION: The electrophotographic process cartridge has a developing roller 6 for supplying toner to the surface of a photosensitive drum 5, and a toner quantity regulating member 9 disposed in pressure contact with the developing roller and used for forming a thin layer of toner applied to the surface of the developing roller. In the electrophotographic process cartridge, the developing roller has a conductive shaft body, and a resin layer formed around the conductive shaft body. The developing roller and the toner quantity regulating member are in contact with each other via powder at the end of the resin layer in the lengthwise direction of the developing roller until the use of the developing roller.
