A method and device for determining a target cell are used to solve the problem of excessive switching times during the switching course of the target cell when the user equipment (UE) is in motion state. The method includes that the movement rates of a terminal relative to the adjacent cell base stations are received from the terminal (11); whether the adjacent cell base stations are on the movement direction of the terminal is judged according to the adjacent cell information (12); according to the received movement rates of the terminal relative to the adjacent cell base stations, the target cell to switch is determined among the adjacent cells where the adjacent cell base stations on the movement direction of the terminal locates (13).
