PURPOSE: A device and a method for manufacturing round-shaped fine powder for molding powder slush for a surface material of a vehicle instrument are provided to recycle cooling water used for shattering powder by completely separating the cooling water from powder. CONSTITUTION: A device for manufacturing round-shaped fine powder for molding powder slush for a surface material of a vehicle instrument comprises an extruder(100), a gear pump(200), a fine extrusion die(300), a cutting unit(400), and a centrifugal separator(500). The extruder blends and extrudes thermoplastic resin. The gear pump transfers the certain amount of the blended thermoplastic resin. The fine extrusion die extrudes the thermoplastic resin into a micro diameter. The cutting unit cuts the thermoplastic resin in a round-shape using cooling water. The centrifugal separator separates the thermoplastic resin from the cooling water.
