<P>PROBLEM TO BE SOLVED: To provide a thermal transfer image-receiving sheet of which the transfer density is high, and which has high resistance to a crack generated at the time of image storage at a high temperature and high humidity, and also, is reduced in roller trace trouble occurring at the time of print carriage, and to provide its manufacturing method. <P>SOLUTION: The thermal transfer image-receiving sheet has at least two layers of heat-insulating layers, and at least one layer of an accepting layer in order on a supporting body. The heat-insulating layer contains at least one out of a hollow particle and a water-soluble polymer. The mass ratio of the hollow particle with respect to the water-soluble polymer in the heat-insulating layer which is closest to the supporting body satisfies a relationship of (hollow particle solid content mass/water-soluble polymer solid content mass)≤3.5.
