<P>PROBLEM TO BE SOLVED: To provide a gear forming apparatus and a gear forming method, by which a highly accurate gear with external teeth can be formed while miniaturization and simplification of the apparatus are contrived. Ž<P>SOLUTION: The gear forming apparatus 1 includes a die 2 having internal teeth 21, a pressure roller 3 arranged on the inner peripheral side of the die 2, a rotary driving part 41 for rotating the die 2, and a feed driving part 42 for relatively feeding the pressure roller 3 in the inner teeth direction 21 of the die 2. The gear forming apparatus 1 brings a cylindrical base material 80 arranged on the inner peripheral side of the die 2 into pressurized contact with the inner teeth 21 by the pressure roller 3 that receives a pressure of the feed driving part 42, preventing the cylindrical base material 80 from sliding in the circumferential direction C relative to the die 2. In this non-sliding state, by the die 2 receiving the rotating force of the rotary driving part 41, the die 2 and the cylindrical base material 80 are integrally rotated, thereby setting the outer peripheral part of the cylindrical base material 80 into the teeth bottom part 212 in the inner teeth 21, and forming a tooth flank on the outer peripheral part of the cylindrical base material 80.
