An interlacer and a method for interlacing in a communicating system are provided, and an encoding method and an encoder are also provided. Particularly, it is possible to reduce the number of filler bits during encoding and improve the usage of system frequency band by way of increasing the new length of a data block and reducing the interval among various data blocks based on the length of the data block provided by the current system.
