PURPOSE: A charging apparatus and a method for a plug-in hybrid electric vehicle are provided to use the apparatus for an interface between an electric power facility and a user for charging the vehicle. CONSTITUTION: A charging apparatus for a plug-in hybrid electric vehicle comprises the following: a power supply unit supplying an electric power to the plug-in hybrid electric vehicle; a charging voltage calculator calculating the chargeable voltage; a charging expense calculator computing the expense for the charge; a display unit(180) displaying the expense and the voltage by time; a calculation controller(120) permitting the supply of the electric power to the vehicle; and a charging controller(140).
