<P>PROBLEM TO BE SOLVED: To improve emission characteristics, such as emission distribution. <P>SOLUTION: A light-emitting device includes a substrate 1 and a light-emitting element 3. The substrate 1 includes an upper surface including a first recess 111 disposed annularly, and a lower surface including a second recess 121 provided directly below the first recess 111 and disposed annularly. The light-emitting element 3 is packaged to an internal region of the first recess 111 on an upper surface of the substrate 1.
