PROBLEM TO BE SOLVED: To provide a hydraulic control device capable of shortening filling time. SOLUTION: The hydraulic control device for controlling hydraulic equipment comprising a hydraulic clutch or a hydraulic brake includes a pressure control valve, an oil pressure sensor and a control part. The pressure control valve adjusts supply oil pressure P of working fluid to be supplied to the hydraulic equipment, and the oil pressure sensor senses the supply oil pressure P. After supply of the working fluid to the hydraulic equipment is started, until a predetermined trigger time Tt passes from a time point (t2) when the supply oil pressure P exceeds a predetermined trigger set pressure threshold value P1, the control part controls the pressure control valve so that the working fluid is supplied to the hydraulic equipment at a predetermined first flow rate. After passage of the trigger time (t3), the control parts controls the pressure control valve so that the working fluid is supplied to the hydraulic equipment at a second flow rate smaller than the first flow rate.
