A method and device for sending a notification message are provided. The method for sending the notification message includes that: a presence access layer (PAL) server receives a request message, which includes notification restraint condition; the PAL server obtains the service requester's information related to the notification restraint condition; the PAL server judges whether the service requester's information related to the notification restraint condition satisfies the notification restraint condition; when the notification restraint condition is not satisfied, the PAL server sends a notification message according to the request message. By the PAL server judging whether the information of the service requester satisfies the notification restraint condition, the client terminal burden of the service requester is reduced and the interactive traffic between the client terminal of the service requester and the PAL server is reduced, so that the network resources are utilized more efficiently.
