PROBLEM TO BE SOLVED: To provide a road shape estimation device, a road shape estimation method, and a road shape estimation program capable of improving the accuracy of a curve relaxation zone length. SOLUTION: A navigation device 2 includes a road traffic act information storage 14 storing a road construction time and a relaxation length act table 16 in association with each other. A basic relaxation section length in a processing object is calculated on the basis of road network data 11 or the like. The road construction time of the processing object section is determined, and the relaxation length act table 16 corresponding to the road construction time of the processing object is obtained.
