PROBLEM TO BE SOLVED: To prevent deletion of static information on other than a parking lot managed by an enterpriser performing batch update and to ensure convenience of navigation functions, on the occasion when the batch update of the static information on the parking lot is performed. SOLUTION: The on-board unit includes: a DSRC part 3 which performs transmission and reception with a center system; a map storage part 1c which stores the static information on the parking lot including a tertiary mesh code for identifying a tertiary mesh wherein the parking lot exists and which is set beforehand, and stores version information on each tertiary mesh; and a control part 4 which makes discrimination as to whether alteration of the static information on the parking lot stored in the map storage part 1c is needed or not, for each tertiary mesh, based on the version information on the tertiary mesh in the map storage part 1c and on the version information on the tertiary mesh of the altered information, in the case when the altered information containing the tertiary mesh code and the version information on the tertiary mesh and containing the static information on the parking lot to be altered which is contained in the tertiary mesh are received in units of the tertiary meshes.
