PROBLEM TO BE SOLVED: To provide a surface treated steel sheet using no Cr, having wet resin adhesion and free from the degradation of surface appearance after resin coating and serving as an alternate material of a tin free steel sheet, a method of manufacturing the same, and a resin coated steel sheet coated with a resin on the surface treated steel sheet. SOLUTION: The surface treated steel sheet has the adhesive coating film formed on the outermost surface of at least one side of the steel sheet and containing Ti and Co, satisfying L* value of≥50, a* valuer of -2 to 1.5 and b* value of 2.2 to 12 which express color difference of a material color regulated by JIS Z8730:2002.
