The present invention relates to a method and to an apparatus for encoding/decoding motion vectors of a plurality of reference pictures. The present invention provides a motion vector encoding apparatus comprising: an optimum motion vector determination unit which determines an optimum motion vector for a plurality of reference pictures for the present motion vector of the present block; a motion vector encoding mode determination unit which determines a motion vector encoding mode in accordance with whether the motion vector encoding apparatus may or may not predict the optimum motion vector for the plurality of reference pictures; and a motion vector encoding unit which generates motion information for the plurality of reference pictures by using the optimum motion vector for the plurality of reference pictures or a default motion vector for a plurality of preset reference pictures in accordance with the motion vector encoding mode, encodes the motion information, and encodes the motion vector encoding mode to generate motion vector encoding data. The present invention improves the accuracy of the predicted motion vector of the present motion vector for the plurality of reference vectors, and reduces the bit rate required for motion vector encoding, thus achieving improved compression efficiency.
