PURPOSE: A method for a digital broadcasting service and a system thereof are provided to control digital broadcasting receiver. CONSTITUTION: A service server(100) transmits a specific contents and transport stream. The transmission stream has an access policy technical engineer which repeating between the contents. A receiver(200) receives the access policy technical engineer of the transmission stream. The receiver determines whether control function is locked according to control information of locking the received access policy technical engineer. The receiver provides a metering service according to coupon providing information of the received access policy technical engineer.
