PROBLEM TO BE SOLVED: To provide an optical waveguide usable for a touch panel in which light as a noise for detecting a pressing position is reduced compared to the case where the present configuration is not used even when light sources corresponding to respective cores are not used, to provide an optical waveguide type touch panel and a method of manufacturing the optical waveguide. SOLUTION: The light emitted from backlight 31 passes through an opening 32a of a light-shielding plate 32, is reflected by a first reflecting surface 22A, and propagates through a first core 20A and is incident into a first photodetector 4A. Since the light from the backlight 31 is diffusion light, part of the light reflected by the first reflecting surface 22A propagates through a clad 21 out of the first core 20A and is reflected upward by a third reflecting surface 23A.
