<P>PROBLEM TO BE SOLVED: To provide an emulsifier for emulsion fuel having excellent durability and capable of preparing emulsion fuel having small diameter of water drop from a mixed liquid injected at a low pressure to safely operate a combustion apparatus. Ž<P>SOLUTION: The emulsifier 1 for the emulsion fuel is provided with a cylindrical case 2 having an inlet port 4 formed in one end to allow the mixed liquid of fuel oil and water to flow in and an outlet port 10 formed in the other end, a metallic porous sintered pipe 5 arranged in the case 2 so that the outer circumferential surface is separated from the inner wall surface of the case 2 with a certain interval and having fine pores formed from the outer circumferential surface to the inner circumferential surface and having 10-40 μm average particle diameter, an inlet port side closing part 6 for closing the end part of the metallic porous sintered pipe 5 in the inlet port 4 side, and an outlet side closing part 9 for closing a space between the end part of the metallic porous sintered pipe 5 in the outlet 10 side and the inner wall surface of the case 2.
