PROBLEM TO BE SOLVED: To provide a gyro-mill type impeller improved in the conversion efficiency of flowing power of fluid such as wind power and water power into rotary power. SOLUTION: The impeller includes a rotary shaft and a rotary blade, connected with this rotary shaft, and arranged to be positioned on a circumference of which center is the rotary shaft so that its blade length direction is in parallel with a shaft direction of the rotary shaft. The rotary blade is connected with the rotary shaft and pivoted so that it is rotatable around a rotary blade shaft extending in the blade length direction of the rotary blade arranged on the circumference of the rotary shaft, and includes a rotary power energizing means, integrally connected with the rotary blade with a predetermined distance apart from the rotary blade, and energizing a rotary power around a rotary blade shaft to the rotary blade in accordance with the rotation speed of the rotary shaft and/or a flow rate of the circumferential fluid.
